The article describes the results of research of the information-analytical system for restructuring an administrative division by the example of the Penza region. As a result of system functioning the researcher introduces various districts unions. The study suggests criteria for comparing different restructuring variants in
terms of effectiveness of social and economic indicators for consolidated areas.
